GENERAL JOB DESCRIPTION:

Under the general direction of the SVP of Real Estate and Asset Management, the AmeriCorps Member provides support in two strategic areas of work that are increasingly important to our mission: Brownfields Program Strategy and Land Banking and Strategic Property Acquisition . The Corps member will assist the PartnerTulsa team to research, develop, and help lead strategies that strengthen the organization's long-term ability to deploy public resources that address environmentally challenged properties, and gain an understanding on how we could strategically acquire and position land for community and economic development.

ESSENTIAL TASKS:

• Brownfields Program Strategy and Annual Implementation Planning
  • Review PartnerTulsa's current Brownfields grant funding, work plans, program requirements, eligible activities, performance measures, and anticipated timelines;
  • Develop an annual implementation framework that translates grant objectives into actionable projects, tasks, schedules, milestones, and deliverables;
  • Develop tools and processes to maintain a pipeline of potential sites for environmental assessment and other eligible Brownfields activities;
  • Identify opportunities to coordinate Brownfields resources with other public and private funding sources to advance properties from assessment through remediation and ultimately redevelopment;
  • Develop recommendations for tracking grant expenditures, site activity, project milestones, program outcomes, and remaining funding to support proactive grant management;
  • Establish an annual planning calendar identifying key programmatic activities, community engagement opportunities, and other recurring responsibilities;
  • Identify strategies to strengthen partnerships with property owners, developers, community organizations, environmental consultants, governmental entities, and other stakeholders;
• Land Banking and Innovative Property Acquisition Strategies
  • Research national best practices and successful land-bank models utilized by cities and redevelopment authorities across the country;
  • Identify innovative methods of gaining ownership or site control beyond traditional fee-simple acquisitions;
  • Explore opportunities to coordinate with the City of Tulsa, Tulsa County, other public agencies, nonprofit organizations, financial institutions, philanthropic partners, and private property owners to facilitate strategic acquisitions and property transfers;
  • Identify funding mechanisms and potential sources of capital that could support acquisition, stabilization, maintenance, title clearance, predevelopment, and property holding costs;
  • Research how land banking and strategic acquisition can support affordable and mixed-income housing, neighborhood stabilization, commercial revitalization, and other equitable development objectives;
  • Develop a Strategic Land Banking and Property Acquisition Toolkit that outlines recommended strategies, decision-making criteria, potential partnerships, implementation steps, and case studies that PartnerTulsa can use to guide future acquisition efforts.
• Member will prepare and deliver at least two presentations to PartnerTulsa staff during the service year on topics relevant to the above.

QUALIFICATIONS:

• Training and Experience: Preference for a current student or graduate from an accredited college or university in a field relevant to the essential tasks of this job description, or at least two (2) years of progressively responsible experience in the areas described in the job description; or an equivalent combination of training and experience.
• Knowledge, Skills and Abilities: Foundational knowledge of the principles and practices of real estate and asset types, contract compliance and monitoring procedures. Ability to coordinate activities of both internal and external organizations. Ability to analyze and interpret legal real estate documents. Ability to communicate effectively, both verbally and in writing. Attention to detail and proficient in Microsoft Office Tools.
• Physical Requirements: Physical requirements include arm and hand steadiness and finger dexterity enough to use a keyboard and telephone; occasional lifting and carrying up to 20 pounds; and may be subject to walking, standing and sitting; and vision, speech and hearing sufficient to perform the essential tasks.
• Licenses and Certificates: Valid driver's license.
• Working Environment: Working environment is primarily indoors in an office setting; may require traveling to attend meetings and visit development/business sites.
